The sales restriction exists because handling is the hazard: refrigerant for stationary equipment may legally be sold only to Section 608-certified technicians, the people trained to recover it rather than vent it. A certified technician would not simply top off a low Sub-Zero anyway - a low charge means a leak, so the job is finding and repairing the leak, then recovering, evacuating and weighing in the charge the serial plate specifies.
